The Primera División (VEN1), or Liga Venezolana, is the top level of league style football competition in Venezuela. At the end of the 2021 VEN1 Regular season (Hexagonal A and Hexagonal B), the VEN1 teams listed below qualify non-league play:

Season Format
Competition for the 2021 VEN1 is separated into 2 Phases: Regular season and Hexagonal. In Phase 1, the teams are split into 3 groups of 7. Each VEN1 team then plays Home-Away matches twice against the other 6 teams in their group for 24 league matches per team. The top 4 teams in each group advance to the 2nd Stage. In the Phase 2 the top 2 teams from each 1st Stage group play in Hexagonal A (Championship), and the 3rd and 4th place teams from each 1st Stage group play in Hexagonal B (COPASUD Playoff). In each Hexagonal, each team plays Home-Away matches with the other 5 teams for 10 additional league matches per team. Table ranking ties are broken by (1) goal difference, then (2) goals scored.

Relegation
At the end of the 2021 1st Stage, the 7th place VEN1 team in each group was relegated to the VEN2.
